Question: What does the mufti e Ikram says about the woman travelling alone with out Mahram for her seminar or any kind of thing can she travel. Please state from Quran and Hadith?

Answer:

السلام عليكم ورحمة الله وبركاته
حامدًا وّمصليًا وّمسلمًا
In the Name of Allaah, the Most Gracious, the Most Merciful

It will not be permissible for a woman to travel without her Mahram for the shar’ee distance one is deemed to be a Musaafir, whether it is for a seminar or else wise, young or old.
This is due to the fact that Rasulullaah Salallaahu Alaihi Wasallam has clearly prohibited a woman from travelling for three days or more without a Mahram.
The Jurist have stated that for an obligatory Hajj a woman must travel with her Mahram. It is for this reason that the Fuqahaa have stated that she should make a Wasiyyah (bequest) that if at the time of her demise had she not performed her Hajj then Hajj ul Badal should be made on her behalf from within one third (1/3) of her estate.
If such is the ruling with regards to an obligatory action in Shari’ah then to travel for seminars, tours etc, to a greater extent will not be permissible without a Mahram.
The Shar’ee distance in which a person will be deemed as a Musaafir is 78kms according to the Hanafi Madh-hab.

وروى البزار : لاتحج امرأة إلا ومعها محرم فقال رجل: يا رسول الله إنى كتبت فى غزوة وامرأتى حاجة قال: ارجع فحج معها {البحر الرائق مع حواشيه وتخريجه ص551 ج2 –كتاب الحج ، مكتبة رشيدية }
