Question:

Is it permissible for women to use make-up brushes made from goat hair?

Answer:

السلام عليكم ورحمة الله وبركاته
حامدًا وّمصليًا وّمسلمًا
In the Name of Allaah, the Most Gracious, the Most Merciful

It will be permissible for one to utilize brushes made from goat hair externally as it is Taahir {pure}, even though it be derived from a Non-Halaal Slaughtered animal.
The reason being is that though they are from Maytah, however it such a part of it which does not have flowing blood in it. Thus it is considered as {Taahir} Pure. Parts, such as the hair of an animal is classified in the books of Jurisprudence as: ما لاتحله الحياة لايحله الموت and have been declared Pure.
The following Fataawa and text of the Fuqahaa have elaborated on this:

Moulana Thanwi (rahimahullah) mentions: A Maytah is Najis (impure) except for the following parts: hair, bones which have no stickiness or meat whatsoever on them and the skin once it is tanned…… Nails, hooves, horns, feathers and all parts of a Maytah which (according to our view) is pure. The purity of such parts of a Maytah means that Salaah with such parts on oneself is valid, one can engage in transactions with them (buying and selling them) and one can utilize them externally………

Similarly it is mentioned in Ahkaamul Quraan under the Aayat انما حرم عليكم الميتة :
وانما حرم منها اكلها فقط لا الانتفاع بجلدها بعد الدبغ ولا الانتفاع بشعرها وقرنها وعظمها وعصبها وحافرها لان الآية فى حرمة الاكل كما يدل سياقها (احكام القرآن ج١ ص١٠٧)

ولنا ان المعهود فيها حالة الحياة الطهارة وإنما يؤثر الموت النجاسة فيما يحله ولا تحلها الحياة فلا يحلها الموت، وإذا لم يحلها وجب الحكم ببقاء الوصف الشرعى المعهود لعدم المزيل . وفى السنة ايضا ما يدل عليه وهو قوله عليه السلام فى شاة مولاة ميمونة حين مر بها ميتة “انما حرم أكلها” فى الصحيحين . وفى لفظ “إنما حرم عليكم لحمها ورخص لكم فى مسكها” وفى الباب حديث الدارقطنى “إنما حرم رسول الله صلى الله عليه وسلم من الميتة لحمها فأما الجلد والشعر والصوف فلا بأس” وهو إن أعله بتضعيف عبد الجبار بن مسلم فقد ذكره ابن حبان فى الثقاة فهو لا ينزل عن درجة الحسن. وأخرجه الدارقطنى من طريق أخرى وضعفها ، ومن طريق أخرى بمعناه ضعيفة……فهذه عدة أحاديث لو كانت ضعيفة حسن المتن فكيف ومنها ما لاينزل عن الحسن وله الشواهد الاول؟
وقد استدل بعض مشايخنا لغير العظم ونحوه بقوله تعالى “ومن أصوافها و أوبارها وأشعارها أثاثا ومتاعا إلى حين” ……. وايضا فان الاصل فيه طاهرة قبل الموت باجماع . ومن زعم انه انتقل إلى نجاسة فعليه البيان.
وقد أجاب الاتقانى فى غاية البيان ايضا عن استدلالهم بقوله تعالى “حرمت عليكم الميتة” بانا لا نسلم أن المراد منه حرمة الانتفاع. فلم لا يجوز أن يكون المراد منه حرمة الاكل بدليل ما رويناه فى حديث مولاة ميمونة؟ {البحر الرائق ص192 – 194 ج1، كتاب الطهارة، مكتبة رشيدية}

Thus we conclude that it is permissible to utilize such brushes the bristles of which are made of goat hair.
